Comisión de Constitución del Senado despachó a sala proyecto de segundo retiro

La comisión de Constitución del Senado despachó hoy a discusión y votación en sala el proyecto de reforma que busca permitir a los cotizantes de las AFP un segundo retiro del 10% de los fondos previsionales.
Tras aprobar el proyecto en general y en particular, la comisión despachó la iniciativa rechazando una eventual focalización de los recursos, además de no someter a pago de impuestos el monto de los retiros para las rentas más altas, dejando de lado así las observaciones dispuestas por los parlamentarios de RN Rodrigo Galilea y Francisco Chahuán.
La iniciativa fue aprobada por tres votos contra dos, contando con las afirmativas de Pedro Araya, del PPD, Francisco Huenchumilla (DC) y del presidente de la comisión Alfonso de Urresti y con los votos contrarios de Galilea y de Luz Ebensperguer (UDI), quien rechazó el fondo alegando inconstitucionalidad.
Según se ha señalado hasta ahora, el Gobierno busca presentar un proyecto que limite el segundo retiro.
Además, en contravención con lo indicado en la presentación que el presidente del Banco Central Mario Marcel, hizo en la comisión, se aprobó la indicación dispuesta por el senador Carlos Bianchi (Ind.), con el fin de disminuir el plazo que tienen las AFP para entregar los montos retirados, de 30 a 15 días hábiles.
La justificación fue que si el Gobierno acude al Tribunal Constitucional se haría más largo el proceso de promulgación de la normativa, lo que haría que los afiliados al sistema reciban incluso después de diciembre los dineros y los parlamentarios esperan que estén antes de Navidad.
